In the Government meeting of March 29th, 2019, PM Viorica Dăncilă announced the adoption of a memorandum regarding the achievements of this Government in comparison with the PSD-ALDE Governing Program. She stressed that the benefits of implementing the Governing Program can be felt by all Romanians.
On March 28th, 2019, President Klaus Iohannis announced that he will organize a referendum on May 26th, the same date with the European Parliament Elections. The President claimed that the attacks on the justice system must come to an end and members of PSD must understand that the citizens should have the last word.
On March 27th, 2019, members of PNL and USR have filed a simple motion against the Minister of Transports, Răzvan Cuc.
On March 25th, 2019, PSD President Liviu Dragnea argued that there will be a Government Reshuffle before the European Parliament elections. He referred in particular to Minister of European Funds Rovana Plumb and the Minister for Romanians Living Abroad, Natalia Intotero who are on the PSD list for the European Parliament elections. However, on the same day, Liviu Dragnea also claimed that there are serious complaints against Minister of Justice, Tudorel Toader.
On March 29th, 2019, the European Commission’s spokesman, Margaritis Schinas, argued that the European Commission is watching Romania’s actions and stressed that Romania should go back on the right track in terms of justice and the rule of law.
On March 29th, 2019, the European Parliament agreed that it is still supportive of Laura Codruta Kovesi as the first European Prosecutor, while Antonio Tajani expressed his concern regarding the decision of putting Kovesi under judicial control.
Economic & Fiscal Updates
The Government has loaned approximately EUR 3 billion via Eurobonds issued for periods of 7, 15 and 30 years.
The draft GEO to modify GEO 114/2018 has been approved in the Government sitting on March 29th 2019. Along with the decision to remove the cap on energy prices for industrial consumers and changes to the construction environment, the Government has also decided to calculate the ROBOR index based on the average of daily transactions and established that the tax on bank assets will not be calculated based on this index.
The European Central Bank has published a statement advising that it has yet to issue a notice regarding the draft GEO to modify GEO 114/2018, and that the project is still under analysis.
